Today WordPress 3.1 was released that also add a new dashboard navigation bar to the live site but only when you user is logged-in. The New Dashboard Navigation Bar might be convenient for many users which allows easy access to your profile, posts and pages, comments, and widgets.
If you don’t like the bar to show on your site when you are logged-in, then from the WordPress menu bar -> Users -> Profile and uncheck the box “Show Admin Bar” -> “when viewing site” or you can choose “in dashboard”.
I highly suggest backing up your database and upgrading to WordPress 3.1 though the automatic updates located under Dashboard -> Updates.
